According to bestselling author and management expert Patrick Lencioni, building a cohesive leadership team is the first critical step that an organization must take in order to give it the best chance of success. However, even when leadership teams become cohesive, there is another, more structural issue that often thwarts their efforts and creates unnecessary politics within an organization. That issue is silos.

Silos are nothing more than the barriers that surface between departments within an organization, causing people who are supposed to be on the same team to work against one another. And whether this phenomenon is called departmental politics, divisional rivalry or turf warfare, Lencioni writes, it is one of the most frustrating aspects of life in any sizable organization.

In most situations, he adds, silos rise up not because of what executives are doing purposefully, but rather because of what they are failing to do: provide themselves and their employees with a compelling context for working together. Without context, employees at all levels — especially executives — easily lose their way.

Even the most well-meaning, intelligent people get distracted and confused amid the endless list of tactical and administrative details that come their way every day, Lencioni points out. Pulled in many directions without a compass, they pursue seemingly worthwhile agendas under the assumption that it will be in the best interest of the organization as a whole.

But after a while, employees in different divisions begin to see their colleagues moving in different directions, and they begin to wonder why they aren't on board. Over time, their confusion turns into disappointment that eventually becomes resentment — even hostility — toward their supposed teammates. And then the worst thing of all happens — they start working against those colleagues on purpose!

The Silo Mentality
Lencioni writes that the maddening problem of silos exists, to different degrees, in most companies. And in too many of those companies, leaders who are frustrated by the silo mentality mistakenly attribute it to the immaturity and insecurity of employees who somehow just refuse to get along with one another.

But the fact is, Lencioni explains, most employees deep within an organization have a genuine interest in working well across divisions. That's because they feel the daily pain of departmental politics as they are left to fight bloody battles with their colleagues.

If there is a place where the blame for silos and politics belongs, Lencioni writes, it is at the top of an organization. Every departmental silo in any company can ultimately be traced back to the leaders of those departments who have failed to understand the interdependencies that must exist among the executive team, or who have failed to make those interdependencies clear to the people deeper in their own departments.

According to Lencioni, there is a simple and powerful way for leaders of any organization to create context around that interdependency: They must establish a thematic goal.

The Thematic Goal
Lencioni writes that a thematic goal is a single, qualitative focus that is shared by the entire leadership team, and ultimately, by the entire organization, and it applies for only a specified period of time.

To avoid politics and turf battles, Lencioni explains, executives must establish an unambiguously stated common goal, a single overriding them that remains the top priority of the entire leadership team for a given period of time. In turn, he adds, this thematic goal serves to align employees up and down the organization, and provides an objective tool for resetting direction when things get out of sync.

It is single. There can be only one true thematic goal in a given period.

It is qualitative. The thematic goal is not a number, and it is not specifically measurable. It is a general statement of a desired accomplishment.

Liberalism, Fascism, or Social Democracy: Social Classes and the Political Origins of Regimes in Interwar Europe

This work provides a sweeping historical analysis of the political development of Western Europe in the late nineteenth and early twentieth century. Arguing that the evolution of most Western European nations into liberal democracies, social democracies, or fascist regimes was attributable to a discrete set of social class alliances, the author explores the origins and outcomes of the political development in the individual nations. In Britain, France, and Switzerland, countries with a unified middle class, liberal forces established political hegemony before World War I. By coopting considerable sections of the working class with reforms that weakened union movements, liberals essentially excluded the fragmented working class from the political process, remaining in power throughout the inter-war period. In countries with a strong, cohesive working class and a fractured middle class, Luebbert points out, a liberal solution was impossible. In Norway, Sweden, Denmark, and Czechoslovakia, political coalitions of social democrats and the "family peasantry" emerged as a result of the First World War, leading to social democratic governments. In Italy, Spain, and Germany, on the other hand, the urban middle class united with a peasantry hostile to socialism to facilitate the rise of fascism.

Her insight and carefully directed rage surrounding topics such as sweatshops and telecommunications law is obscured by diatribes about Gennifer Flowers and Pizza Hut. After these lengthy harangues, she switches from accuser to hopeful dreamer, outlining possibilities for worldwide gender and economic equality and cyber equity, citing advances such as the rise of the "grrrl movement" and electronic spaces for women such as FemiNet Korea. Although her passion is admirable and her research impeccable, Eisenstein's ambitious, all-inclusive method and penchant for rant tend to drown the messages she is trying to convey, and prevent deep analysis. The "Underclass" Debate: Views from History

Do ominous reports of an emerging "underclass" reveal an unprecedented crisis in American society? Or are social commentators simply rediscovering the tragedy of recurring urban poverty, as they seem to do every few decades? Although social scientists and members of the public make frequent assumptions about these questions, they have little information about the crucial differences between past and present. By providing a badly needed historical context, these essays reframe today's "underclass" debate. Realizing that labels of "social pathology" echo fruitless distinctions between the "deserving" and "undeserving" poor, the contributors focus not on individual and family behavior but on a complex set of processes that have been at work over a long period, degrading the inner cities and, inevitably, the nation as a whole.

How do individuals among the urban poor manage to survive? How have they created a dissident "infrapolitics?" How have social relations within the urban ghettos changed? What has been the effect of industrial restructuring on poverty? A culture of control is, like any culture, an intricate system of claims about how to understand the world and act in it. Here, claims pivot around the dynamics of control theory and productivity based on particular assumptions about the relationships of humans to machines, models to reality, certainty to ambiguity, rationality toexperience. These four events and accident analyses show that such assumptions can confound control and produce misleading meanings.

Shouldering Risks reimagines a broader and deeper culture of control to reshape our understandings of the intellectual capital appropriate to designing, regulating, organizing, and managing this risky enterprise and, perhaps, other such technologies already here or to come.

These seem like primary requirements but are not: they depend on markets for their commercial value.--Surplus capital--savings--that can be used as investment.--Basic economic rights such as guarantees of property and contracts.--Entrepreneurialism, creativity, and the human drive for self-improvement.--Technology and invention. While commonly seen as primary (or even the only) requirements for growth, these are strongly dependent on other factors.

New York Times "Economic Scene" columnist Madrick sets out to debunk the "new economy" rhetoric that ignited the late-1990s stock market, and although his argument may seem belated, it's far from mundane. According to the author, technological innovations aren't just less important to economic expansion than we've been led to believe-they're not even necessary. Henry Ford's advances were much more managerial than technological, Madrick writes; therefore, improvements in marketing and distribution can prompt growth without serious technological developments. In the supply versus demand equation, Madrick tips the balance toward demand: in the last 1,000 years of economic history, desire for product has always been the motivation for expansion. Even the 19th-century invention of the commercial thresher, which vastly improved farms' productivity, was invented to feed a growing population. Much of the book chronicles the decline of American productivity from 1970 to 1995, with Madrick asserting that stagnation inspired people to invent the fiction of a "new economy," which, by the late '90s, was almost exclusively identified with high-tech enterprises. Unfortunately, Madrick, a former Business Week financial editor, here plays the role of essayist, rather than journalist, foregoing specific data for broad assertions. He calls for more progressive taxes to redistribute wealth and greater public spending on education and healthcare, but his last chapter is fatalistically titled "Why We Won't Do It," and is a critique of the laissez-faire orthodoxy that has dominated politics and economic theory since the '80s. Economists believe that, to make an economy grow, many factors must be in place, such as sufficient capital or abundant natural resources, while most Americans believe that technological innovation is the sine qua non of prosperity. Madrick, a New York Times business columnist and cable TV pundit, devotes over three-quarters of this work to refuting the technological innovation thesis. Rather, he believes that the existence of viable markets is the most important element among a complicated mix of causes. Only in the penultimate chapter does he offer his prescription on how to make the economy grow, which is mostly a list of traditional liberal policies where "government" gives money and/or more services to people. Their spending, in turn, drives the economy. He notes, however, that he doesn't think his recommendations will be implemented; our national character prevents us from relying too heavily on government. Despite many interesting insights and a strong center section on the Industrial Revolution, a weak beginning and unconvincing end sabotage what could have been a very good book. An optional purchase. By the mid-eighteenth century, the transatlantic slave trade was considered to be a necessary and stabilizing factor in the capitalist economies of Europe and the expanding Americas. Britain was the most influential power in this system which seemed to have the potential for unbounded growth.
In 1833, the British empire became the first to liberate its slaves and then to become a driving force toward global emancipation. There has been endless debate over the reasons behind this decision. This has been portrayed on the one hand as a rational disinvestment in a foundering overseas system, and on the other as the most expensive per capita expenditure for colonial reform in modern history.

In this work, Seymour Drescher argues that the plan to end British slavery, rather than being a timely escape from a failing system, was, on the contrary, the crucial element in the greatest humanitarian achievement of all time. The Mighty Experiment explores how politicians, colonial bureaucrats, pamphleteers, and scholars taking anti-slavery positions validated their claims through rational scientific arguments going beyond moral and polemical rhetoric, and how the infiltration of the social sciences into this political debate was designed to minimize agitation on both sides and provide common ground. Those at the inception of the social sciences, such as Adam Smith and Thomas Malthus, helped to develop these tools to create an argument that touched on issues of demography, racism, and political economy. By the time British emancipation became legislation, it was being treated as a massive social experiment, whose designs, many thought, had the potential to change the world.

The essays balance comparative assessments in a broad East Asian context with detailed investigations of one or more questions in the context of a specific country.

The studies reveal that, although all three countries share common cultural and demographic conditions, patterns of women's economic participation are distinctly different in Taiwan from those in Japan and South Korea. Whereas women's participation in Taiwan's economy shows striking similarities to many Western countries, married women in Japan and Korea participateless in the economy, and their earnings differ more from men's than in Taiwan or the West. Why is Taiwan more similar to the West while Japan and South Korea are more similar to each other? The book draws on a broad range of materials to explain this puzzle.

One of the explanations advanced is that overall labor demand, a greater supply of highly educated men, and more rigid work conditions (especially in large firms) in Japan and South Korea are major obstacles to the equal economic participation of married women in those countries. Also, the greater flexibility in work demands and work hours prevalent in Taiwan is complemented by relatively weaker patriarchal values in the family.
